Honestly? In my experience, bigger isn't always better. Having more devs sometimes (often) means too many cooks in the kitchen, and it being harder to get actual changes out due to clashes between creative direction of different devs.
Not saying that's necessarily the case... but I'm not jumping ship till it's actually sinking. And even then I'll be petitioning for the server files to start a private server.
I'm having a hard time finding optimism myself currently, but I do remember hearing that, at one point between the release of CoV and Going Rogue, Paragon Studios was cut down to something like less than 20 developers (which I'm assuming doesn't include tech, artists, etc.). It was during that period that they still delivered some quality content (the invention system, Rikti War Zone, Ouroboros, some new power sets, etc.). I recall being really surprised at how small their staff was considering what we saw within that period. So, I'm trying to keep that in mind.
